Stormwater Inspection Checklist

Use this Stormwater Inspection Checklist to cover BMPs, discharge points, pollutant sources, drainage infrastructure, and NPDES permit recordkeeping.

Stormwater Inspection Checklist

Pre-Inspection Preparation

1. The current stormwater permit (NPDES or MS4) is on file and has been reviewed prior to inspection

Photo Comment

2. The SWPPP or stormwater management plan is available on-site and reflects current site conditions

Photo Comment

3. The previous inspection report has been reviewed and open corrective actions are noted

Photo Comment

4. Weather conditions at the time of inspection are recorded (clear, cloudy, raining, post-storm)

Photo Comment

5. Date and time since last significant rainfall event is recorded

Photo Comment

6. All areas of the site to be inspected are accessible

Photo Comment
Site Perimeter & Drainage Infrastructure

1. All catch basins and storm drain inlets are free of blockages, debris, and excessive sediment

Photo Comment

2. Catch basin sump depth has less than 60% sediment buildup and is at least 6 inches from the outlet pipe

Photo Comment

3. Stormwater conveyance channels and swales are clear of obstructions and flowing freely

Photo Comment

4. Drainage pipes and culverts show no visible signs of damage, collapse, or joint separation

Photo Comment

5. All storm drain inlet markers or labels are legible and accurate

Photo Comment

6. No unauthorized connections or pipes are discharging into the stormwater system

Photo Comment

7. The site perimeter shows no evidence of stormwater bypassing perimeter controls

Photo Comment
Stormwater BMPs — Condition & Function

1. All structural BMPs (detention basins, bioretention cells, infiltration trenches) are free of excessive sediment and functioning as designed

Photo Comment

2. Vegetated BMPs (filter strips, bioswales, rain gardens) have adequate plant cover with no significant bare or eroded areas

Photo Comment

3. Permeable pavement surfaces are free of clogging, sedimentation, and surface ponding

Photo Comment

4. Silt fences are properly anchored, free of tears, and have no evidence of undercutting or overtopping

Photo Comment

5. Check dams and sediment traps are intact and retaining sediment effectively

Photo Comment

6. BMP outlet structures are unobstructed and in good structural condition

Photo Comment

7. Any BMP requiring recent maintenance has had that maintenance completed and documented

Photo Comment
Discharge Points & Receiving Waters

1. All permitted outfall locations have been physically inspected during this visit

Photo Comment

2. No visible oil sheen, foam, discoloration, or floating debris is present at any outfall

Photo Comment

3. No unusual odors are detected at discharge points

Photo Comment

4. Outfall structures are intact with no evidence of erosion or undercutting at the outlet

Photo Comment

5. Receiving water (if accessible) shows no signs of turbidity, discoloration, or debris attributable to site discharges

Photo Comment

6. Any stormwater discharge observed during or after a storm event has been visually assessed and recorded

Photo Comment
Pollutant Source Areas

1. Vehicle and equipment fueling areas are clean, dry, and free of spills or staining

Photo Comment

2. Fuel tanks are in secondary containment and show no signs of leaks or corrosion

Photo Comment

3. Vehicle and equipment maintenance activities are conducted indoors or under cover

Photo Comment

4. Spill kits are present, fully stocked, and accessible in maintenance and fueling areas

Photo Comment

5. Dumpsters and waste containers are covered, leak-free, and positioned away from stormwater inlets

Photo Comment

6. Raw material and chemical storage areas are covered or enclosed to prevent rainfall contact

Photo Comment

7. All hazardous materials and liquid chemicals are in secondary containment

Photo Comment

8. Outdoor storage areas are free of accumulated sediment, debris, and spilled materials

Photo Comment

9. Paved surfaces show no significant accumulation of sediment, debris, or pollutant residue

Photo Comment

10. Washout areas (concrete, paint, equipment) are clearly marked, contained, and show no evidence of overflow

Photo Comment
Non-Stormwater Discharges

1. No non-stormwater discharge (process wastewater, wash water, cooling water) is entering the stormwater system

Photo Comment

2. Vehicle and equipment wash areas drain to a contained collection system, not to the storm drain

Photo Comment

3. Any authorized non-stormwater discharge (fire suppression, potable water flushing, condensate) is within permitted conditions

Photo Comment

4. No evidence of illicit discharge is observed at any drainage point or outfall (e.g., dry-weather flow with signs of contamination)

Photo Comment

5. Dewatering operations, if active, are discharging to an approved location or treatment system

Photo Comment
Record-Keeping & Corrective Actions

1. The stormwater inspection log is current and includes all required inspection fields

Photo Comment

2. All previously identified deficiencies have a documented corrective action with a responsible party and target date

Photo Comment

3. The SWPPP has been updated to reflect any site changes since the last inspection

Photo Comment

4. Maintenance records for all structural BMPs are complete and up to date

Photo Comment

5. Photos of deficiencies observed during this inspection have been captured and attached to the inspection record

Photo Comment

6. Any required regulatory notifications or reports triggered by observations are identified and flagged for follow-up
