1. Do fleet operators have a current written management manual which covers all the mandatory requirements of the FORS standard and has been reviewed at least annually by senior members of the organization?

2. Do fleet operators have a description of the responsibilities and authorities of, and links between, senior management and daily operations personnel, including the person having continuous and effective responsibility for the transport operations?
