4. Do fleet operators make meaningful improvements against the FORS silver baseline data in the following performance indicators: fuel usage by distances traveled

5. Do fleet operators make meaningful improvements against the FORS silver baseline data in the following performance indicators: transport-related CO2 output by distance traveled

6. Do fleet operators make meaningful improvements against the FORS silver baseline data in the following performance indicators: total incident and collision data and costs involving personal injury, vehicle, or property damage
